Sohail joined the DBT China team as Sector Director and Minister Counsellor in September 2021 before moving into the role of Deputy HM Trade Commissioner for China in July 2023. Sector accountabilities in his role include Education, Creative Industries, the Sports economy, Consumer & Retail, Food & Drink, Agriculture and Agritech and Life Sciences & Healthcare. Prior to joining DBT Sohail had a highly successful career in the Private Sector where he held Executive and Board roles in the Retail sector and specialised in the development and expansion of British Retail brands across a global footprint. Sohail held the role of CEO of the Global Franchise Business for Hamleys of London, the world’s oldest and most famous Toy business, between 2019 and 2021. Before Hamleys Sohail worked for Mothercare PLC, a leading global Retailer of Mother to be and Baby products, in a variety of roles including as MD of their International Business and was a Board Member of their JV in China. Sohail travelled extensively during his Private Sector career visiting over 50 countries on business trips including being a frequent visitor to China.

In July 1985, Mr. Zhou graduated from the Customs Administration Department of the University of International Business and Economics, where he started his career as an academic staff. Early in his career, he took several refresher courses respectively in Eurostat, Trade and Development Institute (Ireland), Manchester University (UK) and Boston University (USA). After joining Ministry of Commerce (MOFCOM), he spent the next 30 years in various positions including the deputy division director, division director, commercial counselor (deputy director general level) and deputy director general in different departments such as Department of Human Resources, Department of Mechanic & Hi-tech industry, and Department of Foreign Trade, primarily in charge of the supervision and administration of ministry affiliated Colleges & Universities, Processing Trade, and Import & Export of Mechanic & Electronic Products. During his tour of service in MOFCOM, Mr. Zhou also spent several years working in the Chinese Embassies abroad. When acting as the Economic and Commercial Counsellor in the Embassy of People’s Republic of China to the Israel, he strived to promote the bilateral partnership in many fields like modern agriculture, construction contract & labor service, inbound & outbound investment as well as life science & technology. Apart from that, Mr. Zhou also spent two terms successively in the Chinese Embassy to Republic of Indonesia for another 9 years, where he took the posts of second secretary, first secretary and Minister Counsellor (Economic and commercial) respectively, and played an active role in accelerating bilateral cooperation in trade & investment, fishery industry, joint development zone and infrastructure construction. In October 2016, Mr. Zhou Hui joined China Chamber of Commerce for Import & Export of Medicines & Health Products (CCCMHPIE) as the president.

1985年7月毕业于对外经济贸易大学海关管理系并留校任教。曾先后在欧洲经济共同体统计局、爱尔兰贸易发展学院、英国曼彻斯特大学、美国波士顿大学进修或担任访问学者。在商务部人事司、机电司、外贸司工作30年来，任副处长、处长、商务参赞（副司级）、副司长，参与部属高等院校、机电产品进出口、加工贸易等业务管理工作。期间曾长期在我驻外使馆工作，在担任中国驻以色列使馆经济商务参赞时，大力促进两国在现代农业、工程承包与劳务合作、双向投资、生物医药等领域合作。先后两次在中国驻印度尼西亚使馆工作近9年，分别担任二等秘书、一等秘书和公使衔商务参赞，积极推动双边贸易、投资、渔业、能源资源、共建开发区、基础设施等领域合作发展。2016年10月加入中国医药保健品进出口商会。

James Pound joined the UK’s Medicines and Healthcare Products Regulatory Agency (MHRA) in 2008. He has worked in a variety of roles within the MHRA and is an executive leader within the Agency leading the Innovation and Compliance Group, with responsibility for our Innovation Accelerator (the home of our innovative pathways for medicines and medical devices), the clinical investigations and trials group, our team who are working to develop new regulations on guidance for MedTech and AI, the standards and compliance function which includes our Medicines GXP compliance teams, British Pharmacopoeia and medical devices audit and compliance and our team who lead MHRA’s international collaboration. James led the cross-Agency response to clinical trial assessment delays in 2023 which were successfully eliminated in Autumn 2023 with sustained performance by the Agency since then.

Andrea facilitates regulatory change, making the UK one of the best places to conduct clinical research. He has over 30 years of international experience as an academic, consultant, and entrepreneur in the healthcare sector. Before joining the MHRA, Andrea was at the University of Lancashire (UK) as the Faculty Director of Research and Innovation in the Faculty of Clinical and Biomedical Sciences and Chair Professor of Pharmacy Practice, where he led the conceptualisation and development of clinical trials in medicine, dentistry, pharmacy, and health services research. Andrea is a visiting professor at the University of Lancashire and an executive editor of the British Journal of Clinical Pharmacology.

Jane has been Managing Director at the BioIndustry Association (BIA) since January 2024 and prior to that she was Director of Membership and BD for a further eight years.  Jane provides strategic leadership of the organisation to ensure that BIA is an influential, impactful, sustainable, growing, and ever-evolving association – reflecting and serving the needs of its members and the sector more broadly as the UK’s national trade association for innovative life sciences and biotech.  In her time at BIA, the organisation has doubled its number of members to over 600 member companies.

She holds a Ph.D. in Organic Chemistry and has nearly 20 years of experience in regulatory affairs across the pharmaceutical industry and consulting sectors. Melanie specializes in regulatory strategies and execution aimed at product commercialization. She has led projects spanning key global markets, including Europe, the Americas, and the Asia-Pacific region, with particular expertise in the EU and UK regulatory landscapes. Melanie provides comprehensive support to partners in devising clear and optimal strategies for product registration, authorization, and post-approval activities such as license maintenance and transfers.

Rahul is Counsellor for Healthcare & Life Sciences for UK’s Department for Business & Trade (DBT) at British Embassy Beijing. He leads on UK trade & investment in emerging opportunities between the UK and China. Previously, from 2017-2023, he worked for six years in DBT London HQ and has led on multiple programmes and opportunities in promoting business with UK and other countries. Key programmes he has led on include the genomics, healthy ageing, one health, health systems strengthening, development and formulating the UK Government’s global health framework. Before DBT, he worked in consulting for EY and is a fellow of the Royal Society of Arts. He has a master in global politics from the London School of Economics (LSE).

Dr.Yichao Fan is currently the Executive Director of AstraZeneca Business Development and AZ-CICC Healthcare Investment Fund. Dr.Fan has led multiple investment deals—including YolTech, Eccogene, Danatlas, Cholesgen, Rgenta, GenAssist, Viva Biotech (1873.HK), etc—and has participated in in-China-for-Global business development projects e.g. Cholesgen and Syneron, etc. Before joining AstraZeneca, Dr.Fan served as the Executive Director of WisdowMont Asset Management, the Principle Scientist of Techno Derma Medicines, and the Research Fellow of Novartis Institute of Biomedical Research (China). She holds a Ph.D. degree in Medical Science from the Chinese University of Hong Kong and a B.Sc from the University of Science and Technology of China.

Dr. Guoxi Zheng obtained his Ph.D. of Environmental Health Sciences from Johns Hopkins University in 1995, Master of Public Health from University of North Carolina at Chapel Hill, and Bachelor of Science in Chemical Engineering from National Tsing Hua University in Taiwan. Prior to Asymchem, Dr. Zheng has worked as senior executives for several biopharmaceutical or CDMO companies, including ScinoPharm Taiwan, Simcere Pharmaceutical, Huahai Pharmaceutical, and ChemPartner. With more than 27 years of experience in engineering design, construction, and operation management of API and drug product R&D and manufacturing facilities, he is familiar with global EHS and GMP guidelines, and has successfully managed facilities to pass multiple authority inspections from NMPA, FDA, EMA, etc. He has extensive experience in upgrading facilities to meet the most advanced CGMP and EHS standards as well as improving/optimizing production efficiency by Lean and Six Sigma. He is an expert in highly potent compounds containment technology, occupational health risk assessment, and EHS management systems.

Dace is a Dealmaker for the UK Government’s Global Entrepreneur Programme (GEP), advising IP rich and R&D intensive life sciences and technology companies, as well as globally mobile entrepreneurs, on scaling operations in the UK and using the UK as a platform for international growth.

At the heart of her work is driving inward investment into the UK Life Sciences sector supporting founders with UK market entry, expansion, and long term growth, while connecting them with the right investors, partners, and regions. With more than 13 years of NHS operational and clinical research experience across 30+ therapeutic areas, Dace brings strong system level insight across pharmaceuticals, MedTech, digital health, and biotechnology. She works closely with the NHS, NIHR, academia, industry, Mayoral Combined Authorities, and investors to drive R&D collaboration, support NHS adoption, and accelerate commercial scale up across the UK.

就职于中国医药保健品进出口商会对外合作部，负责医药健康国际合作，致力于推动中外医药健康合作开展。担任中国与英国、意大利、丹麦三国双边经贸合作框架下医药工作组中方牵头单位联系人，并负责具体工作开展。负责联络联合国机构、欧美日主流药监机构、同行业组织及重点国家驻华机构。担任《中国医药报》联合国采购专栏撰稿人，撰写多篇联合国机构采购相关文章；参与商务部等部委，盖茨基金会等国际组织项目课题研究，参与编写《中国-中东欧国家医药健康发展报告》。曾受邀为国家财政部国际公共采购大会、清华大学健康中国EMBA班授课。参与策划组织大型活动和国际会议，如中国-中东欧医药健康创新发展峰会、中非医药健康发展论坛、青蒿素问世50周年暨助力共建人类卫生健康共同体国际论坛、国际药政答疑会等。
